Son of the late James Alton and Mary Hooper McGowan, he graduated from the University of North Carolina-Chapel Hill with a degree in history. He served with the U.S. Navy during the Vietnam War. Afterwards, he worked for many years as a painter. He served as a co-host of the Hyde County Historical and Genealogical Society web site for several years and was active in that organization's work. He was survived by two sisters, Linda McQueen and her husband Jim, and Kathy Mason and her husband Greg; a brother, James A. McGowan and his wife; and an extended family of relatives and friends. He was preceded in death by a brother, Dorman J. McGowan. His graveside service was officiated by The Rev. Jerald Craddock.
