The 175th Ohio was primarily a railroad maintenance unit that was hastily sent to Franklin as part of a Union force attempting to turn back the invasion of CSA General John Bell Hood. Several men from the regiment were captured at various times by CSA cavalry while guarding railroad bridges in small detachments.

Other relatives that served with Russell in B/175 included the future father-in-law of 2 of his sons, Reuben Simpson (company wagoneer); Daniel Cummings, son-in-law of his brother James; 2 nephews, Joel (a POW imprisoned at Andersonville who did not survive the war) and John Frump along with their 1st cousin, John W Frump. Russell later named his youngest son in honor of the company captain, Joseph M Hiestand.

A/175 also included 1st cousin, George R Wolfe as 1st musician, his brother Daniel and a 2nd cousin of Russell, Daniel Hiser, who died of disease near Vicksburg.

Born the youngest of ten known children of Joel Woolf and Jane Dutton (a Quaker and direct descendant of the English Dutton line dating back to a cousin of William the Conqueror). Russell first appears in the 1850 Fed. census living with sister Jane (later m. Ezekiel Cooper), widowed mother Jane, and the family of Joseph and Martha Patterson. Although some cite this as evidence that Martha was a also a sibling, this is not supported by a careful examination of father Joel's children in the 1830 and 1840 Federal census.

Russell married Melissa Copen 28 May 1851, Melissa being a younger sister of Elizabeth who had earlier married Russell's older brother Joel.
