Ezekiel is the son of Ezekiel Ludwell Skinner, Sr, (b. abt 1760, d. 3 Jun 1823) and Mary Eleanor Allen Skinner (b. bet 1766 and 1770, d. aft 1830). Records show that he was the 6th child, and 2nd son born to this couple.
He married Mary E Haley (b. 1802, d. 18 Jan 1848) on 22 Dec 1822 in Fauquier County, Virginia. They had nine children:

After Mary's death and after the 1850 census was taken, Ezekiel married Katherine Earhart Shepard Harris. Her son Ephriam Harris was recorded living with Ezekiel, Katherine and his children when the 1860 census was taken. He was mistakenly recorded as Ephraim Skinner. Katherine survived Ezekial and appears to have passed sometime after the 1880 census was taken.
