Zelsbur was born in Davis, WV to Warren Zelsbur Foltz and Ida Belle Dayton Foltz.

At 21 years of age, he went to work in the coal mines of Pennylvania. Seeing this was not his forte, he moved to Washington, DC to go to barber college. While there he met and married Margaret Cecilia Becker on July 19, 1925.

They had ten children: Vernon, Viola, Russell, Eugene, Irene, Richard, Arthur, Paul, David and Joyce.

He attended Washington Bible Institute and was ordained to the ministry. Many missionaries and preachers came out of his bible class. He wrote gospel tracts, and many responded around the country, saying they were saved by reading one of them.

In 1954, due to health problems, he moved to Ft. Lauderdale, FL. He passed away there, at his place of residence on Nov. 2, 1966.
