Reportedly, he was born in France, but his death certificate says York County, Pennsylvania. The son of John and Susan Cline, in 1850 he was living with his family in Newberry Township, York County, although by no later than 1861 appears to have relocated to Lazaretto, Delaware County. Baptismal records of the Evangelical Lutheran Congregation at Rossville, York County, are the source of his birth date, and he was baptized on August 15, 1841.

A Civil War veteran, he enlisted and mustered into federal service at Lazaretto October 9, 1861, as a private with Co. I, 97th Pennsylvania Infantry. He re-enlisted as a Veteran Volunteer February 29, 1864, at Fernandina, Florida, promoted to sergeant that day, and honorably discharged with his company August 28, 1865, at Weldon, North Carolina.

He married Rachel Elizabeth Ramsey ca. 1862 and fathered John Lincoln (b. 11/12/64 [?]), Thomas E. (b. 03/??/65 [?]) [at least one of the two previous birth dates must be wrong], Henry Geary (b. 02/14/67), Edward Thomas (b. 10/28/69), Robert Ulysses (b. 12/19/72), Olive A. (b. @1875), and David Curtis (b. 09/??/78). By 1870, he was a carpet weaver residing in Newberry Township, by 1880, in Fairview Township, York County, but by 1900 was a resident of Lower Allen Township, Cumberland County, where he died from "senile debility."
