When Hazel turned 100 on July 21, 1998 she received a letter from the Mayor which said:
Happy 100th Birthday Hazel
WHEREAS, Hazel Mae McCulley Rugg was born on July 21, 1898, to Alerie Eugene McCulley and Mary Caroline Cargill McCulley in Pendleton, Umatilla County, Oregon, 100 years ago, and,
WHEREAS, Hazel was raised by said parents with her brother Ralph, and sister Eleanor on their family's wheat ranch on North Cold Springs; loved pretty dresses and riding fast horses; attended country school, Pendleton High School, and Yakima Businees School; and
WHEREAS, Hazel McCulley married Archie E. Rugg on September 16, 1920 and started married life and a family on the Rugg Ranch on Butter Creek; raised and shaped the hearts and minds of three rambunctious sons: Gene, Richard, and Jimmy; was a devoted wife and mother; who during the Depression years made the houses on the farms where they lived near or in Pilot Rock, Echo, Hermiston, and Umatilla home; and,
WHEREAS, Hazel has aided in the support of her family and broadened her world by working jobs of many kinds, and volunteering in her community and church; has been called Sales Girl, Ranch Cook, Cattle Driver, Boss during World War II at the Hermiston Community Cannery, Landlord , and Aide, and,
WHEREAS, Hazel's family cherishes her as a mother, sister, grandmother, great-grandmother and great-great grandmother; and have admired her many qualities of love, strength, and honesty; her success in life as illistrated by her 65 year marriage; her resilience, independence, and longevity; they have gathered here to honor her, love her, and share in this special day;
NOW THEREFORE, I, Robert E. Ramig, Mayor of the City of Pendleton, on behalf of the Citizens of Pendleton congratulate Hazel Mae McCulley Rugg on attaining experience and wisdom of five-score years of life and wish her continued years of good health, happiness, and independence.

I loved to go and visit my great aunt Hazel. She was so interesting. It was hard to believe that she was in her 100's. She could remember everything. Towards the end her eyesight was failing though.

Rugg Dies at Age 104

Pendleton--Hazel Rugg, maybe Pendleton's oldest resident at 104, died Monday. Rugg was born Hazel Mae McCulley in 1898 in the shadow of the Pendleton Flour Mill. She attended a one-room school house and often rode her horse to school. An avid horsewoman, who always enjoyed the outdoors, she also took part in the first Pendleton Round-Up, riding in the event with her uncle, Wallace McCulley. Rugg always enjoyed learning about and trying new things and worked at a variety of occupations, including as a doctor's receptionist, temporary office worker, a cannery and washerette manager and cook. In 1920, she married Arch Rugg, a Hermiston stockman. She lived in Hermiston for many years but spent the last few years of her life at Willowbrook Terrace Assisted Living Facility, where she had once served as a cook. She raised three sons, Jimmy, Gene and Richard "Bud." Bud, a resident of Pilot Rock, is her only surviving son. A complete obituary is printed on Page 7A
