Albert S. J. Owens was born in Smithville, Md., the son of Charles W. and Mary Sophia (Smith) Owens. He attended public and private schools in Baltimore; Baltimore City College; and the University of Maryland School of Law, 1883. He was admitted to the Bar in 1884.

He held the positions of First Counsel for the State Insurance Dept 1903-1912; States Attorney, Baltimore City 1905-1912; Associate Judge of the Supreme Bench, Baltimore City 1926-1937; Chairman of the Maryland Federal War Claims Commission appointed by Governor Albert Ritchie.

Judge Owens was a member of the Baltimore Bar Association, the Maryland State Bar Association and the American Bar Association.
