Willis John Tullis was born on 5 February 1904 in Iowa to John Tullis and Ida May Burrill. He was rescued from a house fire that killed his father and older sister when he was six years old. Willis married Ora Fern Woodley, 22 December 1928, and had five children. They appeared on the 1930 US Census in Plymouth County, Iowa. Willis was Marshall of Merrill, Iowa, during the 1950s and a city councilman in 1970s. Willis John Tullis died, November 1982, aged 78, in Merrill, and was buried at Hillside Cemetery.
