Charles was active in the Democratic party in Virginia and served as the Doorkeeper of the Virginia House of Delegates from 1912-1946. In the picture gallery in the State Capitol, his photograph may seen in every photographic collage prepared for each session of the House of Delegates in that period. Two of his sons, Hanford and Chester served as House Pages and may also be found in some of these collages.

Charles was a member of the Hulls Memorial Baptist Church and the local Masonic Lodge.
