The daughter of Nathan Baxter and Amelia Decker, Imogene married Norman Fuller on October 15, 1878, in Okauchee, Wisconsin. They later moved to Oconomowoc and in 1887 to Amboy, Minnesota. There Norman engaged in farming, banking, and the operation of a flour mill. In 1920, he and Imogene moved to Long Beach, California, where they bought a home and a small fruit ranch near Downey. They remained in Long Beach the rest of their lives.

In addition to their son Stuart and daughter Norma, Imogene and Norman had a daughter named Lillie who died at nine months of age.
