Millicent was born in Oaktown. She graduated from Oaktown High School, went to teachers college and taught school in Knox, Sullivan and Vanderburg Countys. After she was married they eventually moved to Evansville IN where her husband Boyd Fair worked for the C&EI Railroad. They lived there until her death at 61 years old. The cause of death was a malignant brain tumor. She had one son Jon Fair.
