William Burns was the oldest of two sons of John Burns and his wife Mahaley Nesbit. On 15 Dec 1853, he married Parthenia E. Mason, daughter of Charles Merriman Mason and Obedience "Biddie" Lunsford, in Gwinnett Country, Georgia.. They had a farm in the Berkshire District of the county.

During the Civil War, William served as a private in Company A, 42nd Georgia Infantry. He enlisted on 4 Mar 1862 and was discharged on 30 Jan 1864 on "Surgeon's certificate of disability."

William and Parthenia had children

Mary Mahala, who married George B. Harmon;
James, who probably died young;
Jane Malissa, who married George Preston Wright;
George Alexander, who married Mary Eva Garner;
Julia A., who married Levi E. Garner;
William Thomas, who married Angie Hopkins;
Lou Emma, who married John Victor Bolton;
and Althea Alpharetta, who died young.
