Frank Ladd "Frankie" Bailiff was the third child born to John Bailiff, b. 1824 Isle of Man, St. George's Channel, England and Jonetta Ladd, b. 1850 Missouri. Frankie's father is credited with building the first house in Santa Rosa and was a prominent citizen and rancher in Santa Rosa.

Frankie had three siblings, Margaret Geranie, born July 23, 1867, Sonoma County, who became the wife of Charles Dillon of Napa County, and a had a daughter, Grace Dillon. Evangeline, (memorial 28331832) b. 10 Jun 1874, d. 28 Oct 1874, and John Delaware Bailiff,(memorial 28331857) who married Edith May Tuttle.

In a biography of Frankie's father John, a conflicting date of death, November 29, 1882 is given for Frankie.
