Lifelong native of Fredericksburg and of Greek parentage.
"Cotchy" was the widower of Lee-Wingate Keith Pappandreou. Educated at the old Lafayette Elementary School and Fredericksburg High School, he attended the University of Richmond and Mary Washington College. In his youth, he was active as an instrumentalist in local musical circles, performing in various bands and orchestras. Also, he managed the old Athens Hotel and Restaurant properties of his family.
World War II veteran, served in the Virginia Protective Force prior to his enlistment in the regular U.S. Army. His tours of duty included North Africa, Corsica and Italy. He also served in the Army of Occupation in Italy after the cessation of hostilities. He was decorated with the Bronze Star Medal and the Army Commendation Medal.
Upon his return to civilian life in his hometown, he was employed as the business manager of Mary Washington Hospital until his retirement in 1976. He was active in many civic and fraternal organizations. He was a past president of the Fredericksburg Lions Club, past president of the Virginia Chapter of the American Hospital Association of Accountants, past president of the Mary Washington Chapter of Ahepa, past chancellor commander of the local Knights of Pythias, and he was affiliated with several other groups and organizations.
