Civil War Union Army Soldier. He was enrolled in the 14th New Jersey Volunteer Infantry on August 16, 1862, and was mustered in as a Private in Company C on August 26, 1862. He served through the end of the war, and was honorably mustered out on June 18, 1865.

On May 25, 1906 he filed for a United States Army Pension (Application #1349047, Certificate #1130193). His wife, Emma J. Ludey (maiden name Trewin), filed for a United States Army Widow's Pension (Application #1115022, Certificate #856394).

Francis and Emma Ludey married on 15 February 1871. They had six children of whom only two were still living by the time of the 1900 Census, Mary Emma Ludey Crane and Louisa Beryl Ludey Bonney. According to the marriage certificate, Francis' parents' names were Jacob and Eliza. They were both born in German-speaking area of Switzerland.

Francis was very active in the Methodist Episcopal Church of Bayonne, NJ. The 1880 Census states his occupation was "Gas Fitter." The 1910 Census refers to him as a "Mechanic".

Francis lies buried in Evergreen Cemetery under a government marker (for Civil War service) and a family marker. He was buried on January 19, 1918.
