David Mallen Phillips, 84, passed away peacefully on Sunday, May 24, of Alzheimer's disease. He was born May 6, 1925 to the late Gordon and Mildred Mallen Phillips. David graduated from Chillicothe High School in 1943, before volunteering for the U.S. Army Air Corps. Mr. Phillips earned the Distinguished Flying Cross while serving as a B-29 tail gunner flying numerous combat missions over Japan. Following the war, Mr. Phillips briefly attended the Ohio State University before graduating from the Georgetown University School of Foreign Service and the University of Michigan Law School.

Upon his return to Chillicothe he helped establish the law practice, Phillips and Street, married the former Helen Harper, his surviving wife of 54 years, and together, they raised four children. Mr. Phillips practiced law for 52 years and was a well known, active member of the community, serving as our state legislator in The Ohio House of Representatives, Chairman of the Adena Health Systems Board of Trustees, President of the Ross County Bar Association, member of The Ohio University Chillicothe Board of Trustees, Director of Operations for the Ross County Civil Air Patrol and member of the Sunset Club. Known for his kindness, wit and enthusiasm for outdoor activities. David was a member of the First Presbyterian Church.

He will be sadly missed by his wife, Helen; children, Ann (Jim) Savage, Barbara (Scott) Doggett, David Phillips and Paul (Jeannique) Phillips; grandchildren, Holly and Hannah Doggett, Caroline Savage and Lauren and Luke Phillips. Dave was preceded in death by his sister, Judith and his twin brothers, Jack and Richard.

Services were entrusted to Ware Funeral Home of Chillicothe, Ohio.
