United States Marine Corps Officer. He was one of the fourteen children born to Sidney Breese, a prominent Illinois jurist and statesman who served as a United States Senator and as Chief Justice of the Illinois Supreme Court. He was named after the 15th United States President, with whom his father was a friend and political ally.

He was appointed to the United States Military Academy in West Point, New York in 1861, but left the institution in July 1862 to enlist in the Union Army. He served as 1st Lieutenant and Regimental Adjutant of the 70th Illinois Volunteer Infantry from July 4, 1862 to October 23, 1862. He later served as a Lieutenant in the 10th United States Regular Infantry, and in the 4th United States Regular Cavalry.

However, in March 1864, he resigned his Army commission, and was commissioned as a 2nd Lieutenant in the United States Marine Corps. He then served in the Red River Campaign in Texas, and in the South Atlantic Blockading Squadron until the end of the war.

In total he would serve 15 years in the Marine Corps, and was one of 4 Marine officers who would storm and capture harassing forts on the Korean Peninsula in May 1871 in a little known action. He eventually resigned in 1879 due to illness.
