He was born in Yates Center, Woodson County, Kansas. His family farmed and his namesake Uncle Harvey Johnson ran a pharmacy and music store in the same town. His family moved to Indian Territory around 1900. His parents owned land in Pawnee County but lived on a fruit farm with their children just west of Yale, Oklahoma in Payne County. Harvey and his parents and siblings all worked on the fruit farm and they saved their money and moved to Okemah, Oklahoma around 1904 where his parents operated a furniture store and a hotel. His family had a disaster in 1907 when Harvey's father was bitten by a copperhead snake and died. Harvey joined the military in 1917 with his 3 brothers and all 4 served in France with the medical corps. The 4 Johnson brothers were proud to serve in France where their grandmother Elvina Dubois' ancestors had come from.
He married Naomi around 1925. They had one daughter named Colleen.
