During World War I, he was a House Sergeant at the 13th District, Bureau of Police.

On January 17, 1929 Inspector Blackburn, assigned to the 5th District, along with his squad, was attempting to remove a barricaded man from his room at 401 Mermaid Lane, near St. Martin's Lane, Chestnut Hill, armed with a shotgun. The individual first shot Officer Joseph Lawrence, the Inspector's driver, and then shot and killed Inspector Blackburn.

The man was found not guilty by reason of insanity.

Inspector Blackburn had served with the agency for 25 years. He was survived by his wife Mary E. and five children.
