Harriotte Burrows Neill was the daughter of Alexander Neill II (1808-1865), and Mary Sim Nelson (1819-1880), and the sister of; Sarah Owen Neill; Alexander Neill III; Mary Chandler Neill; Isabella Callander Neill; John Nelson Neill; Rosa Nelson Neill and Dr. William Neill who married Mary Virginia "Jeannie" Simmons.

She was baptized November 15, 1840 at St. John's Episcopal Church in Hagerstown.

Harriotte married James Vernon Simmons, D.D.S., who was the Uncle of Mary Virginia "Jeannie" Simmons. Jeannie Simmons married Harriotte's youngest brother Dr. William Neill.

Harriotte and James were married at St. John's Episcopal Church, in Hagerstown by the Rev. Claudius R. Haines on April 25, 1867. They built their home in Charles Town at 311 South Samuel St.

Dr. James Vernon Simmons served as Mayor of Charles Town, and was an inventor with patents to his name. They had two children:

1. Vernon Nelson Simmons who married Lida May Barr and

2. Mary Neill Simmons who married Charles Edwin Baylor
