Civil War Union veteran; he was a Sergeant in Company A, First Minnesota Infantry Regiment.

He was born in Franklin County, Vermont on Jan 1, 1840. He was mustered into Company A on Sept 3, 1861. At the time he enlisted, he was a 21-year old farmer who stood 5'11' tall and had blue eyes and brown hair. He was a resident of Verona township.

At Harrison's Landing, Virginia, he became ill with diarrhea, resulting in his discharge for disability on September 13, 1863.

He married Eunice Ann Dougherty on May 15, 1881, at Big Lagoon in Humboldt County, California. They had four children: Julius, Clara, Clarence and Blanch. The 1910 roster of the members of the First Minnesota lists Jay as living in Eureka, also in Humboldt County. He died there on Feb 1, 1916 at the age of 76. He was buried in the Veterans Memorial Cemetery in Yountville, Napa County, California. Buried in the same cemetery is a comrade from the First Minnesota, Patrick Ryan.

Eunice lived for another 32 years. She died on Dec 3, 1948, at the age of 93.
