He was born September 26, 1927 at Duke to Philip and Clara Westmoreland and he was reared in the Russell Community and attended school at Centralvue. He was in the 245th tank BN when it mobilized in 1951 and served in Korea. After his discharge from the Army he moved to Kansas City, MO, retiring from General Motors.
Survivors include one son, Terry Westmoreland of Kansas City, MO and one daughter, Karen Westmoreland of Oklahoma City; two brothers, S. T. Westmoreland of De Soto, Texas and J. M. Westmoreland of Oklahoma City; two sisters, Renny Mae Bradford of Russell and Myrtie Sullivan of Mangum.
