William was the fourth child of Michael Henry Evans (1843-1887) and Maria (Clements) Evans (1845-1933). He was the brother of: Francis Reuben 'Frank' Evans (1872-1956), Emily (Evans) Holloman (1873-1955), Margaret (Evans) Hardy (1876-1959),Harry John Evans (1878-1955), and Annie (Evans) Valentine (1886-1978).

William was born in Wandsworth, Surrey (greater London) England. He arrived in the port of Philadelphia on August 8, 1897 on the SS Belgenland, out of Liverpool. He sailed by himself, immigrating two months before his 15th birthday, and was sponsored by Charles Clements. In Philadelphia he found work as a valet/butler for a wealthy family in the Rittenhouse Square area. Here he met his future wife, Gerda Andersson, who also worked in this household as a maid.

William married Gerda Andersson on May 27, 1911 in Camden NJ. They were the parents of two sons and one daughter.
William became an American citizen on February 23, 1944 at the age of 62.

In his lifetime, William held a variety of jobs in Philadelphia:
Servant/valet; Rigger at the Hog Island Shipyard, S. Phila. during World War I); Cramp Shipyard (Kensington Dry-Dock Company) in Kensington; Watchman at the Plumb Tool Works in Frankford until his retirement.
