The son of German-born Theodore Fredrich & Lancaster County-born Lousa (Gride or Geely) Scheffer, in 1860 he was a printer living with his family in Harrisburg, Dauphin County, Pennsylvania.


A Civil War veteran, he served two terms of service:

1. Enlisted at the stated age of twenty-two at Harrisburg April 18, 1861, mustered into federal service that day as a private with Co. E, 1st Pennsylvania Infantry, and honorably discharged with his company July 27, 1861. He is in the company register as "Shiffer."

2. Enlisted at the stated age of twenty-three at Harrisburg February 2, 1862, mustered into federal service that day as 1st lieutenant of Co. A, 107th Pennsylvania Infantry, and promoted to captain to date May 22, 1863. He was allegedly wounded at Dabney's Mills, Virginia, on February 6, 1865, but that remains unverified. He honorably discharged at term's end February 21, 1865, and brevetted major to date March 13, 1865.


He married Barbara Ann Royer and fathered Warren D. (b. 11/05/67), Paul O. (b. 02/27/73), and Ross Robert (b. 11/07/77). Cause of his death is listed as "softening of brain." The 1890 Veterans Schedule spells his surname "Shaffer." His obituaries refer to him as "Major Scheffer," but his promotion occurred after he discharged and it was a brevet, i.e., honorary, in recognition of good service. The War Department was liberal in awarding those after the war ended.
