While serving as a Sergeant for the U.S. Army Corps of Engineers during World War II, he met his wife Frances Neufeld at a USO dance and they were married on April 25, 1947 at Luther Place Church, Washington, DC.
Oscar then worked as an electrical engineer for Potomac Electric Power Company in Washington, DC and as a patent examiner in the U.S. Patent Office while continuing his education at Georgetown University School of Law, earning a J.D. degree in 1951. He became a patent attorney for Bendix Aviation in New Jersey and was also an official in the Bergen County Democrat Party.
In 1956, he moved to Pittsburgh as a patent attorney for Koppers Co. and later became Chief Patent Counsel until he retired in 1983.
After retiring, he worked as legal counsel for the American Society of Utility Investors and handled a number of Pro Bono cases.
Oscar was a member of the DC, Virginia, Pennsylvania, and the Allegheny County Bar Associations and a registered Patent Attorney with the U.S. Patent Office. He was an active member of the International Jugglers' Association. As a proud descendant of Peter Brumback, a hero of the Revolutionary War Battle of the Cowpens, he was also an active member of the Sons of the American Revolution, Florida chapter.
Oscar became fluent in German, Spanish and Italian, while traveling the world. Oscar also enjoyed square dancing, tap dancing, clogging, fishing, bowling and reading.

Also, he is survived by his sister Betty Jane (Jerry) Zongker and grandchildren: Darryl(Dawnita) Brumback, Audrey Brumback, Owen Brumback, Sarah (Jared) Bryant, Martha Brumback, Peter Brumback, Michael Brumback, four great-grandchildren and numerous nieces, nephews and step-grandchildren.
In addition to his parents, he was preceded in death by his brother, Lt. Charles (Ed) Brumback (WW II casualty) and sister, Barbara Jean Miller (Harold).
Friends received at the GENE H. CORL INC. FUNERAL CHAPEL & CREMATION CENTER OF MONROEVILLE, 4335 Northern Pike (1 block East of Mosside Blvd.-Rte. 48) (A Golden Rule Member). Visitation will be held on Saturday, April 25, 2009 from 10-11a. followed by service, with Pastor Richard D. Carner of Trinity Lutheran Church officiating.
