A graduate of the University of Wooster in 1880 with a bachelor of philosophy. Admitted to the Ohio bar in 1881, he practiced law the rest of his life.

He was the one who donated 40 acres of his land for the capitol as did Mr. Culbertson. He is also the found of the Yellow Mule Cable Car that ran downtown. Appointed by John Noble, Secretary of the Interior in 1891 to be the Special Agent of the General Land Office who came to Oklahoma Territory to investigate and prosecute those who had filed land claims by committing perjury after the Land Run of 1889. He was also a real estate partner with J.J. Culbertson.
He purchased land near downtown OKC and developed the notable Harndale Neighborhood, now called Heritage Hills. He died of heart disease in Oklahoma City on December 15, 1944. His estate is on the National Register of Historic Places, Harn Homestead 1889er Museum.
