James Madison Batsell was born April 11, 1866, in Sherman, Grayson County, Texas to Charles William Batsell and Elizabeth Clement. He was married to Fannie Lucia Dodge on January 5, 1888 in Sherman, Grayson County, Texas. They had three children. James stood 5ft. 10in. tall, had blue eyes, gray hair and a light complexion. James was a quarentine guard in Brownsville, Cameron County, Texas. He was a customs inspector in Brownsville from 1911 until 1916, a mounted Immigration inspector in Brownsville in 1916, a policeman in Brownsville in 1917 and a Texas quarentine guard in Brownsville from 1917 to 1918. He enlisted in the Texas Rangers as a SPECIAL RANGER from February 5, 1918 through January 1919. James Madison Batsell died March 3, 1920, in Brownsville, Cameron County, Texas. He was buried in West Hill Cemetery, Shermon, Grayson County, Texas
