James Louis Welsh was the son of James Louis Welsh, Sr. He was a lifelong resident of Silver City, a member of a pioneer Silver City family. His paternal grandfather, William A. Welsh, was a men's clothier in Silver City and El Paso, TX.
James attended Silver High School and graduated from high school at the New Mexico Military Institute. He also graduated from Western New Mexico Univerity in 1964. At the time of his death he was plant supervisor for Mathis and Mathis Mining Company. He was a member of Elks Lodge No. 413. He was survived by his wife Barbara Ann Haag, two daughter Elizabeth Ann and Laura Adelle and one son, Warren Anthony Welsh.
