Francis Neeland was an oil worker, west of Van Buren, Ohio on the Hugh McMurray farm and he was employed by Ohio Oil Co. He was a life long resident of Van Buren, active in the Presbyterian Church, K of P Lodge, Masons, Mayor of Van Buren several time, councilman and he was mayor at the time of the centennial.

He was married to Mabelle Keeran and they had 3 children, Ruth and Howard who were deceased in infancy and a son Harold Neeland. His first wife died and he married Cora A. Cook and they had a daughter Bernice who married Raymond F. Green of Springfield and they had two daughters Teresa & Deborah. Harold married Mary Jean Earp of Upper Sandusky, they had a son Jerry and a daughter Susan.
