Elouise was born July 3, 1923, to William Elmore and Minnie Lee Callaway in the town of Mexia. The family later moved to Santa Anna. She graduated from Santa Anna High School and moved to Fort Worth to attend Commercial College. In 1970, she was divorced from Carl Weldon. After working in several different companies making draperies, she opened her own custom drapery shop, Elouise's Draperies, serving the Fort Worth and Dallas area until she retired in the late 1980s.

She was a member of Southwayside Baptist Church and was also involved in the neighborhood watch program, Code Blue. She was compassionate in her concern and service to others always.
