Joseph was born in 1886, in Greenbank, Ontario, Canada, the son of Michael Lawlor, Catherine Chippendale, and Ann Whelan. His parents died before he was 5 years old, and he was shifted around from one family to another until he ran away at the age of 14 to find his own work and place to live. When he was 16 he crossed into the United States and bought a ticket to go to North Dakota, where his half brother lived. Joseph worked for him through the threshing season, and then moved to other jobs with the railroad and for private individuals, including Anna Eastman Palmer. He met and married Clara Ethel Palmer in 1910 in Williams, North Dakota. He operated feed mills, hauled fuel, and farmed. He also constructed several homes for his family through the years. He lived in Wisconsin, North Dakota, California, Alberta, British Columbia and Arizona. Clara passed away in 1949; he married a widow, Lillian Bigelow Hamblin,later the same year.
