Francis Leo "Lee" Bell was born to Carl Grover Bell and Iva Myrtle (Knotts) Bell Lee. Lee's siblings are: Hilda Margaret (Bell) DeWitt, Nellie Irene (Bell) Knight, Clarence Bell, Virginia Mary (Bell) Gibson, and Thelma L. (Lee) Spencer.

Lee was first married to Mary Elizabeth Cumpston they became the parents of Franklin Leo Bell. After his divorce from Mary, Lee married Mary Ann (Larrimore) Carraway on 1 November 1952, and became the step-father of James Henry Carraway and Carol Ann Carraway. Lee and Mary Ann became the parents of Patricia Lee (Bell) Roy and Deborah Lynn Bell.

Lee died unexpectedly from a heart attack at that age of 46.
