He was born Aug. 15, 1910, in Dickson, Wayne County W.Va., a son of the late W. E. and Louera Garrett Payne. He was retired owner and operator of Payne Supermarket and Funiture Store, West Hamlin for 45 years. He was a member of West Hamlin United Methodist Church, past president and chairman of two organizations, West Virginia Retail Grocers Association and Associated Grocers Inc., a member of Hamlin Masonic Lodge No 79 and Guyandotte Chapter No 10, Huntington Shrine Club, Huntington Comandery No 9 K.T. and the Beni Kedern Temple in Charleston, W.Va. He was also past president and charter member of West Hamlin Lions Club.
Survivors include his beloved wife, Florence Ellis Payne; one son and daughter-in-law, William Scott and Reba Phillips Payne; one brother, Ernest Payne of Fort Benton, Montana, three grandchildren: William Wesley, Walter Scott and Corey Suzanne Payne; two step grandchildren, Phillip Burke and Melissa Louise Wilcox; and several nieces and nephews.
