She was born on January 1, 1923 in Morgan County, Kentucky, a daughter of the late Howard Bailey and Emma Ealem Bailey.
Noka was a loving Homemaker and was a member of the Pomeroyton Union Church in Pomeroyton, Kentucky.
She was preceded in death by her husband, Clint Halsey; one son, Danny Joe Halsey; two brothers, Jessie Bailey and Frank Bailey; six sisters, Callie Buchanon, Goldie Chambers, Lona Beasley, Lora Stamper, Ola Brooks and Mallie Bailey Tutt.
Survivors include two sons, Billy Halsey (Mary) and Shirley Halsey (Rosetta), both of Frenchburg; 7 grandchildren; 11 great-grandchildren; and 3 great, great-grandchildren.
Interment in the Catron Cemetery in Pomeroyton.
Pallbearers were Timmy Halsey, Terry Halsey, Scotty Halsey, Keith Halsey, Marty Halsey and Jordan Halsey.
