He was born June 12, 1929 at Birds Point, Mo. to the late Harry Arthur and Gertrude Riggs Franklin. He was preceded in death by his brothers Johnny Dee Franklin, James Robert Franklin, and sister Betty Lee Franklin Davis.
He lived most of his life in Mississippi County. Being born near the banks of the Mississippi River, he spent most of his working life piloting Tow Boats from the Great Lakes to the Gulf Coast. He considered himself a "River Rat".
