U.S. Congressman: Served as Secretary of the State of Delaware from 1811 to 1814 and again in 1821. Elected as a Republican and served as a U.S. Congressman to the Fifteenth U.S. Congress and reelected to the Sixteenth U.S. Congress and served from March 4, 1817, until January 22, 1821. Received a recess appointment from President James Monroe to a seat on the United States District Court for the District of Delaware vacated by Judge John Fisher. He served on the court for over 48 years, until December 6, 1871, when he resigned.
