Lattie was the daughter of William M. Jones and Margaret A. Gammill Jones of Mill Creek, Franklin County, Arkansas. She was born in 1889. According to census records, her parents were born in Tennessee where their marriage is also recorded.

On March 17, 1900, her father received a land grant for eighty acres. It was issued from the Dandanelle Land Office. The same year, they were enumerated at Mill Creek in Franklin County.

To support the family, Lattie's father operated a store in the community of Anice near Cecil. The store housed the post office for the area and Lattie served as postmistress.

She was the wife of William Rufus Bumpers. The couple married February 18, 1912 in Franklin County, Arkansas, where they remained and established their home in Charleston. William was a merchant and sold hardware.

William and Lattie had four children: Raymond, who passed at an early age, Margarette M., William C., and Dale L. Bumpers, former Arkansas Governor and U.S. Senator. Lattie's father passed in 1937.
