Dr. Allen was born south of El Campo, Texas, to Richard Cortez Allen Sr. and Alma Olene Ellwood Allen.

Survivors: his wife, Lucy Eleanor Tochterman Allen; his brother, B. C. Allen, and his wife, Jackie Allen, both of Austin, Texas; sons, Dr. Richard H. Allen, and his wife, Kathryn, both of San Marcos, Texas, Kenneth Durwood Allen, and his wife, Becky Null Allen, of Portland, Texas, David Charles Allen, of Richmond, Texas; his grandchildren, Richard Kreig Allen of Houston, Texas, David Kenneth Allen of Austin, Texas, Thomas Mabry Allen, and his wife, Amber Hatley Allen, both of Katy, Texas, Daniel Durwood Allen of Corpus Christi, Texas, Trey Scott Allen of Los Angeles, Emily Cadell, and her husband, Mike, both of Waco, Texas, and Ted Weirbach, and his wife, Cameron both of San Antonio, Texas; his great-grandchildren, Jaxon Mabry Allen, Hunter, Sydney and Mallory Cadell, and Zane and Mae Weirbach.

Preceded in death by brother, James Durwood Allen of Houston, Texas.

Dr. Allen graduated from El Campo High School, El Campo, Texas, in 1940. He entered Texas Lutheran College in 1940, where in met his future wife. In June 1942, he entered Tulane University. He also entered the Navy Reserve while finishing his pre-med courses. He was accepted to the School of Medicine at Tulane in 1943.

In 1944, he entered Midshipmen's School in Chicago, Illinois, and achieved the rank of Ensign. Navy orders sent him to Miami, Florida, for further training. Lucy Tochterman joined him there, and they were married on September 26, 1944. After more naval training, he was assigned to the USS Virgo, out of San Francisco, California. After Japan surrendered, he served in the Pacific until he was discharged from the Navy in April 1946.

Dr. Allen resumed Medical School at Tulane in 1946, and he graduated June 1950 with a degree in doctor of medicine. He interned and did his residency at Brackenridge Hospital, Austin, Texas. He and Dr. Bryant Pillsbury opened their joint practice in Victoria, Texas on July 18, 1952. In 1958, he opened his own practice, where in the course of his career, he delivered 3,137 babies before his retirement in 1996.

Member: First English Lutheran Church and their Chancel Choir; State Board of Medical Examiners; Victoria-Goliad-Jackson Counties Medical Society; Texas Medical Society; AMA; Intercounty Clinical Society, South Texas Chapter, Texas Academy of Family Physicians; American Academy of Family Physicians; and a Diplomat of American Board of Family Physicians.

He was chief of staff at Citizens Medical Center and DeTar Hospital, both of Victoria, Texas. He was chairman of the Board of Governors at DeTar Hospital; chairman of the Board, Victoria Family Practice Residency Program; and chairman of the Health and Safety Committee, DeLeon District, Boy Scouts of America.

Dr. Allen's grandsons, family, and friends will serve as pallbearers.

Honorary pallbearers include Bobby Bauch, E. R. "Nook" Rode, Dr. Ern Mooney, Dr. Moe Hicks, Dr. Charles Borchers, Ed Zeplin, the Rev. Bud Pearson, the Rev. Arthur Rode, the Rev. Elliott Pancoast, John Larson, Brill Tochterman, Fred Adix, his bible study class and members of the Victoria-Goliad-Jackson Counties Medical Society.

Visitation: 5-7 pm on Friday, April 11, 2008 at Colonial Funeral Home, 1801 E. Red River, Victoria, Texas.

Services: 10:30 am, Saturday, April 12, 2008, First English Lutheran Church, 500 N. Main St., Victoria, Texas, with the Rev. Bill Hassel officiating. Burial to follow at Memory Gardens Cemetery, Victoria, Texas. Arrangements are with Colonial Funeral Home, Victoria, Texas, 361-578-3535.
