He was born in Morristown, New Jersey and after the death of his first wife Elizabeth Pierson, moved to Ohio with his second wife Harriet Bruen and children. He was a Civil Engineer by trade and served as a Collector of Taxes and also Sheriff. Through his efforts a small church was built in Sylvania,which is still in operation today which is now the town of Highwater, Licking County, Ohio. He was marred for a third time to Elma Cadwalader who out lived him by thiry years. His son James Bruen Howell was a U.S. Senator from Iowa.
