Carl was the son of Hezekiah Briscoe and his wife Mary Jane McMannis. He was the grandson of Hezekiah Briscoe Sr. and Rachael McClain, and Samuel Webb McMannis and Charlotte Shelburne. He died just 11 days after his 1st birth day and was laid to rest in the old Oakwood Cemetery in Fort worth, Texas.
