Joe was born in St. Jo, Texas to Carey Judson and Grace Meek.

He was reared in Wheeler, Texas and graduated from McMurry College in Abilene.

In 1942 he met and married Maxine Spurlock. He moved his family to Beaumont in 1958 where he established and managed the Beaumont branch of Puffer-Sweiven, Inc. His association with Fisher Controls continued with Scallon Controls, Inc. He was a longtime member and officer in the Southeast Texas Instrument Society of America.

He was a longtime active member of the Kiwanis Club and participated in many community service projects, often using his carpentry skills. He enjoyed family vacations to ski or bike ride in Colorado, continuing both of these activities into his late 80's.

Joe was preceded in death by his parents and his son, Joe F. Meek, Jr.

He was survived by his wife of sixty-five years Maxine Meek; son, Stephen Meek and his wife Charlene; daughter, Rosemary Whittle and her husband Gene; grandchildren, Haley Strahan and her husband Ben, Grayson Meek, Parker Meek, Becca Wilhite and her husband James, and Lauren Whittle; great granddaughter, Phoebe Jane Strahan; brother, Wendell Meek and his wife Cleo; and numerous nieces and nephews.
