Preceded in death by his parents, George Q and Florence Jackson Payne. Married Ines Eckersley on February 2, 1944, in Salt Lake City LDS Temple She died May 25, 1997.

Graduate of El Paso High School. Received a BS degree from Brigham Young University in 1947
