He is thought to be the son of William and Catherine (Nelmes) Rowe and born in Oxford County, Ontario, Canada 27 May 1873. This date differs from the date given here. The 24 May 1878 date also appears on a naturalization form filed in 1926 in Portland, Oregon.
From an early age Frank and his family lived in Sanilac County, Michigan. In the 1910 census he is listed as locomotive engineer for a logging company in Idaho. The company in which he served during the war did logging. The state of Montana appears on his internment record, but it's not clear why. It may be the state from which he enlisted or where he died.
No next of kin or other contacts were listed in the internment record.
