James H. Lockard was the son of James T. and Jane Lockart. He was the husband of Mary (Schrauger) Lockart. Mary died September 17, 1879. James was a contractor on public works. He and his brother David built the French Creek feeder or Canal from Meadville to Conneaut Lake, to provide a feeder for the Erie and Pittsburg Canal. James also helped build a section of the Erie Railroad in the vicinity of Elmira, New York in 1849 and 1850.
