The son of William B. & Eliza (Lightcap) Mullin, in 1860 he was a paper maker living in South Middleton Township, Cumberland County, Pennsylvania. He stood 5' 7" tall and had black hair and gray eyes.
A Civil War veteran, he enlisted in Carlisle April 21, 1861, mustered into federal service at Washington DC July 27 as a private with Co. A, 7th Pennsylvania Reserve (36th Pennsylvania Infantry), and discharged by surgeon's certificate August 10, 1861. During September 1862, he organized and captained Co. K, 12th Pennsylvania Militia, that served an uneventful two weeks during the Antietam crisis. He never held a rank other than private with the U.S. Army, or captain in the state militia during the war and only then on an emergency basis. While he may have obtained the rank of colonel with the post-war state militia, it is more likely that "Colonel" illustrates then popular practice of applying unearned military ranks to well respected and important men.
He married Elizabeth Parsons and fathered Edwin Parsons (b. 02/07/63, d. 08/13/63), Rosa (b. @1864), Eliza L. (b. 08/03/66), Mattie Adell (b. 10/11/69, d. 08/08/70), Sarah Given "Sallie" (b. 1871), Mary A. (b. 07/13/72 - married Kirk J. Bosler), Evelyn (b. 11/23/73), and Alice A. (b. 07/01/75). Cause of death is listed as a "cerebral hemorrhage" with a "disease of kidneys" a contributing factor.
