Phelps on December 27, 1947, in Manhattan. Survivors include his wife, his children, Linda Vewter, Thomas Motley, Janet Swander, Michael Motley, Robert Motley, and David Motley, 22 grandchildren, and 22 great-grandchildren. He was preceded in death by his parents and his brother, Frank Motley. Funeral services were held at Yorgenson-Meloan-Londeen Funeral Home in Manhattan. Burial was in Sunset Cemetery.
