Son of George Nicholas Tapscott and Ann Elizabeth Scruggs. He is a Confederate veteran of the 56th Virginia Infantry, enlisting at age 14. After the war, he was a surveyor for Albermarle County and ultimately lived at and helped operate the Hatton Ferry in Scottsville, Va.
