Lucy was the youngest daughter of Henry Atkinson & Grace Belvin, and the sister of Octavia Atkinson Gentry, Virginia Atkinson, Henry Atkinson Jr & William Atkinson. She married Dabney Baker on Jul. 16, 1868, and they had 5 children: Nellie Baker, Grace Baker Cole, Elijah Baker Jr, Mattie Baker Sears & Dabney Baker Jr. After Dabney's death in 1887, Lucy married John Fleet on Apr. 9, 1891.

Lucy was a member of the Daughters of the American Revolution, #61638:
Daughter of Henry A. Atkinson and Grace E. Belvin.
Granddaughter of James Atkinson and Ann Hayes.
Gr-granddaughter of William Atkinson and Susan Meredith.
William Atkinson (1749-89) served in the Revolutionary War and received for service rendered a warrant for bounty land. He was born and died in New Kent County, Va.
