Son of Elias Waggoner and Aminta Nicewander Waggoner, Jacob was born in Tazewell County, Virginia. Husband first of Anna F. Harman Waggoner, married 1853, and second of Fanny Kirby Waggoner, married 1871. He married Fanny about nine months after Anna died. He had nine children with Anna and eleven children with Fanny. He served the Confederacy during the Civil War and as a result of illness incurred during the war, he became a student of home remedies and a country doctor. He was also a farmer and was active in buying and selling property; he filed bankruptcy twice.
