Phares Ball grew up in and around Connersville, Indiana. He moved to Oxford in 1931 and purchased the Cullen Repair Shop on West Park Place, which he later converted to a flower shop known as Ball of Oxford for many years. He was a veteran of World War I and during World War II, he was an instructor in the Navy radio training school at Miami University. For 18 years, he served on the Oxford Village board of public affairs. He was a Mason and member of the American Legion. He died in the Christ Hospital in Cincinnati.
